We have included the new Terrain Effects Chart especially for those folks who have put out their unfolded maps. This will be on a single chart in the game, front and back. As with most of the Total War charts, rules and errata, this will be available for download once the games go out. In addition, we will have some versions with color. The first of these will be the Master Terrain Key for those with a color printer.
Should there be no additional effect for combat conducted in partial and full hex cities due to poor weather? That is the way I read the chart. Otherwise great job.

Answers to:
Mr. Steeb – The wording on the TEC regarding partial/full (major/great) city hexes is same as was on previous TECs in Storm over Scandinavia and Second Front. Until now, no one had questioned this as confusing at all. Once you raised question, however, we asked around and found different groups have been interpreting this in two ways and playing differently accordingly.
Essentially: Full/partial (great/major) city hexes are the only hex types not listed on the front page of the TEC. Every other terrain is listed three times on the front page, once listing the hex type’s movement/combat effects during clear/frost weather, once for mud/rain weather, and once for snow/winter weather. Full/Partial city hexes, however, are listed on the back of the TEC under the “any weather” heading. This leads to two interpretations of the movement/combat effects of full/partial city hexes:
1) First interpretation: Since their effects are only listed on back of
TEC, under ‘any weather’ this implies that the overall general effects
of weather (-2 during mud, -1 during snow, -1 during winter, -1 during
snow) do NOT apply to these hex types. Logical Justification: A major
city is a built-up area with mostly paved or concreted roads (or at
least culverted, ditched, etc) and whose urban area retains heat
(melting snow), and whose drainage minimizes effects of precipation (as
mostly drained off into sewers/storm drains, etc); thus weather effects
do NOT apply to full/partial city hexes.
2) Second Interpretation: Of course, overall -1/-2 for various weather
types applies to full/partial city hexes as well. Front of TEC says
-1/-2 applies due to weather, not due to terrain type. Logical
Justification: The rain/snow still falls, even in a city, and it still
has an effect there.
I personally am inclined to interpret this per 1) above, but most people appear to have been playing in line with 2). We are still deciding on how to resolve the issue. I’ll have to give you a final answer later.
